Heating Systems Eligibility
To qualify for a First Time Central Heating Grant, your home must either have no heating system at all or currently use one of the following less efficient heating systems:
- Electric Room Heaters: This includes direct-acting room heaters, fan heaters, or outdated electric storage heaters.
- Gas Room Heaters: Fixed mains gas room heaters.
- Gas Fire with Back Boiler: Traditional gas fires with integrated back boilers.
- Solid Fossil Fuel Fire with Back Boiler: Coal or wood-burning fires with a back boiler for heating.
- Mains Gas Warm Air Heating: Warm air systems powered by mains gas.
- Electric Underfloor or Ceiling Heating: Systems that are not part of an electric boiler setup.
- Bottled LPG Room Heating: Heating powered by bottled liquefied petroleum gas (LPG).
- Solid Fossil Fuel Room Heaters: Traditional room heaters powered by coal or other solid fuels.
- Wood/Biomass Room Heating: Wood or biomass-based room heaters.
- Oil Room Heaters: Heating systems powered by oil.
Qualifying Criteria for First Time Central Heating Grants
To be eligible for the UK Government’s First Time Central Heating Grants, the following criteria must be met:
- Homeowners and Tenants in Privately Rented Homes: Both homeowners and tenants in privately rented properties are eligible to apply.
- No Previous Central Heating System: The property must never have had a central heating system installed.
- Type of Heating System: The new central heating system must be a boiler connected to radiators, providing space heating.
- Energy Performance Certificate (EPC): The “Main Heating” system listed on the home’s EPC will be used to assess eligibility.
- EPC Rating: Homes must have an EPC rating of D, E, F, or G to qualify for a grant. Note that some properties in the higher part of band D may not be eligible.
- Exclusions: Households that rent from local councils, housing associations, or are in shared ownership schemes do not qualify.
Heating Controls
ECO Flex Rules
In addition to meeting these heating system requirements, ECO Flex rules provide an alternative route to qualify for a grant. Under ECO Flex, local councils can recommend a household for a grant even if they do not receive one of the qualifying benefits. There are four ways to qualify under these rules, but they must be first approved by your local authority.
This provides an opportunity for more households to access the support they need to install a first-time central heating system and improve their home’s energy efficiency.

Qualifying Benefits or ECO Flex Rules
To be eligible for a First Time Central Heating Grant, you or someone living permanently in your household must receive at least one of the following state benefits, tax credits, or other allowances:
- Pension Credit – Guarantee Credit
- Pension Credit – Savings Credit
- Universal Credit
- Child Tax Credit
- Working Tax Credit
- Income Support
- Income-Related Employment and Support Allowance (ESA)
- Income-Based Job Seeker’s Allowance (JSA)
- Child Benefit (subject to maximum household income)
- Housing Benefit
Home Insulation Requirements
To qualify for a First Time Central Heating Grant, your home must meet certain insulation requirements:
- Loft Insulation: Your home must have adequate loft insulation installed.
- Cavity Wall Insulation: If your home has cavity walls, they must be insulated.
If your home does not currently have either loft or cavity wall insulation at the time of your application, the installer of your new central heating system can arrange for these insulation measures to be added as part of the installation process. Proper insulation helps improve your home’s energy efficiency, ensuring your new heating system works optimally and keeps your energy bills lower.
These insulation requirements are in place to ensure that your home is energy-efficient and that you are maximising the benefits of your new central heating system.
ECO4 Scheme Changes
With the transition from ECO3 (which ended on 31st March 2022) to ECO4 (which began on 1st April 2022), there have been some important changes in the eligibility criteria for First Time Central Heating grants:
- Mains Gas Supply Requirement: To qualify for a First Time Central Heating grant for a new mains gas central heating system, your home must have had an existing mains gas supply before 31st March 2022. This is a key change from the previous scheme.
- Air Source Heat Pump Option: If your home did not have a mains gas supply prior to 31st March 2022, you may still be eligible for a First Time Central Heating grant, but instead of a gas central heating system, you could qualify for an air source heat pump installation.
